Well, I normally use the MX 2004 suite, Dreamweaver, Fireworks, and Flash... and if you'll be designing sites with embedded Flash then these three do really talk nicely with each other. You can even tweak Flash from inside Dreamweaver without having to have both programs open.
That said (and I can hear the groans already)... easiest to learn, as in, getting SOME content up and running with a minimum of learning, Microsoft Front Page (just because it can generate all the code to navigate between pages for you). But don't use it for anything fancy.
For coding, using Notepad is a bit masochistic, especially when there are perfectly good FREE editors out there designed specifically for working with code. For CSS, raw HTML, applications in PHP, Perl, or Python, I use ActiveState Komodo Edt...

All three of the above have the added benefit that they're available for multiple operating systems. Dreamweaver is the best web design software. Flash will help you with animating the content and putting some amazing functionality. They are all made by Adobe Systems and the latest versions is CS3. The mx version is outdated.

A text editor with syntax highlighting like UtraEdit or Notpad++ for writing your code.
A couple of compliant browsers for testing, previewing and debugging like Firefox and Opera to go along with Internet Explorer.
A good image editor and drawing programme for composing your studies and processing your images like The Gimp or Adobe Photoshop.

A good website design must be made with interactivity (AJAX).
And to work properly on all browsers, the only way is to code it professionally, by hand. (Notepad or Notepad++!!!)
Good web ';design'; (Not technical term, which mean you have to go in deep with coding if u want some advance solutions) should come up with some animation and interaction. By doing that, you may have Dreamweaver CS3, Flash CS3 which overall of the generated code is more standard than previous version. To make a photo, Photoshop CS3 is the best choice in order to do an advance photo modification.
none of it's really easy, but Dreamweaver has an easier learning curve. It's best to know your code.
