FrontPage is the spawn of Satan. It represents the dark ages of web design, and it should be illegal to teach or use it in this day and age. It creates completely proprietary and unmaintainable ';code';, and requires a webserver to support proprietary extensions to work properly.
Macromedia DW is outdated...now, it's Adobe Dreamweaver...and Adobe has done some great things with it.
It has a steep learning curve, and is not for the faint of heart. Much like any other Adobe product, you should consider taking a college course in it before you dive in. Books for Dummies are horribly inadequate and, while they may introduce you to some fundamentals, they will generally take you in the wrong direction. Try books published by Lynda.com or Adobe for reputable training.
Anyhow, Microsoft now supports Expression Web, which is their answer to dreamweaver. It is a decent program, again...with a learning curve. You can get it a bit cheaper than DW.

Both of these programs will build websites for you. The difference is that microsoft front page is a fairly basic program to design websites with, and generally hard to work with.

Dreamweaver is better.
Frontpage makes non-compliant code. It's so bad (in both name and function) that M$ gave up on it %26amp; created a new program. Microsoft Web Expressions, which is part of the Microsoft Expressions package.
Microsoft Web Expressions isn't bad though.
Aside from the fact that they are both WYSIWYG editors for web pages they are almost completely different. Mostly, dreamweaver focuses on integrating Macromedia products such as shockwave/flash or ColdFusion where FrontPage is more aimed at using Microsoft products/technologies such as Windows Media Player and ASP.

If you want free, get KomPozer or mozilla seamonkey which both edit pages.
