You will need Adobe's Flash software. That will be several hundreds of dollars.
If you want to do gaming, you'll need to join the Flash community and read and ask questions of the group to learn how to do this.
Gaming requires learning ActionScript, so get a good book on it that covers the version number of the software you buy.What do I need to program with Macromedia Flash Player?(Any Version)?
Hmmmmmmmmm now let me think.... How about FLASH? Or you could use the knockoff called SWISH
Maybe find an older, cheaper version of Macromedia Flash? Like verion 5 or MX.
