You can download the trial version from Macromedia and try it for 30 days, then continually download it to avoid paying for it. However, I do not recommend doing that as a lot of your projects will be either lost or broken, which happened to me several times.
There are more than enough sites that you can learn Flash from, I recommend playing with the program yourself.
