It's not free, but there is a free alternative.
I recommend GIMP, it has many features of Photoshop and costs nothing.
GIMP is the GNU Image Manipulation Program. It is a freely distributed piece of software for such tasks as photo retouching, image composition and image authoring.

Designing a great website is not a matter of time and software knowledge - it's a matter of skill and ability. Plenty of people are quite able to make a website but the look bloody awful and just don't work well.
Asides from that - I've been designing websites for over 10 years and am still learning, there's always something new to discover, new technologies emerge every year and you need to learn up on them pretty quickly.I heard it takes some people 3 months to design a great website. If you learn Flash and Dreamweaver, which are hard as hell to learn, you would definetly be qualified to design your own website. My estimate is that with a good teacher it would take about 3 months to learn, but alone it would take atleast 4 to 6 months. Never know though, you may prove me wrong!

When you click on the Macromedia Flash download link, you might see a message(Gold Bar) pop up on the top of the screen which says that automatic download/installation of the file is stopped.
